The Sky Fund is the entity which will sell carbon emission certificates and distribute the revenue as dividends to each citizen.
Elaborate explanation
The Sky Fund has three objectives:

Make the people owners of the sky. A new type of property is introduced: communal property. The Sky Fund preserves the communal property rights on behalf of the citizens. All citizens get one non-transferrable share in the Sky Fund.

Charge corporations if they want to exploit the sky. The Sky Fund will offer a capped number of carbon emission certificates, which the corporations have to buy.

The revenue that the Sky Fund will receive will be distributed as carbon dividends to each individual citizen. A Universal Property Income has come to existence.
The Sky Fund will be a trust and will be managed by a board of trustees. The board is legally required to serve the interests of the European citizens, future generations and the biosphere at large. The sky needs to be properly preserved and protected so that we don’t leave it in a disastrous state for our children and grandchildren.
Communal capitalism is an effective way to protect and preserve nature by limiting pollution, while ensuring that the people are compensated for the damage that is being done.
